India Semiconductor Manufacturing Hub: PM Modi at SEMICON 2026

India Semiconductor Manufacturing Hub

Prime Minister Narendra Modi said India is preparing to become a trusted base for global chip manufacturing as companies seek to diversify semiconductor supply chains. Speaking at SEMICON India 2026 in New Delhi on September 17, Modi said the country has entered the second phase of its semiconductor journey, moving towards commercial chip production.

The remarks put India’s semiconductor manufacturing hub at the centre of the three-day event, held from September 17 to 19 under the theme “Silicon to Systems: Building the Ecosystem.”

Modi said the global semiconductor industry needs new, trusted manufacturing locations, and India is preparing to meet that need. The India semiconductor manufacturing hub effort aims to build capabilities beyond policy announcements and plant construction.

The event brings together companies, investors, researchers, startups, policymakers and academic institutions from across the semiconductor and electronics value chain. Sessions are also focused on collaboration, investment, innovation and talent development.

The government’s semiconductor programme is also attracting fresh investment proposals. Union Electronics and IT Minister Ashwini Vaishnaw said proposals worth around $11–12 billion had been received under the second phase of the initiative, covering equipment, materials, gases, chemicals and substrates.

The India semiconductor manufacturing hub strategy is moving towards a broader ecosystem rather than focusing only on chip fabrication. The second phase includes areas across design, supply chains, manufacturing and related technologies.

India’s push comes as semiconductor companies look to build more diversified supply chains. The government is seeking investment and technical capabilities while developing domestic talent for the industry.

The India chip manufacturing push is also being supported through Semicon 2.0, which provides incentives across different parts of the semiconductor ecosystem, including design and manufacturing.

The next stage will depend on converting announced plans and investment proposals into operational capacity. The India semiconductor manufacturing hub initiative is expected to remain focused on manufacturing, supply-chain development, research and skilled talent.

For the semiconductor sector, the India chip manufacturing push will therefore be closely linked to the establishment of facilities, supplier networks and supporting capabilities needed for commercial production.
