Nvidia’s H200 Chips May Not Get Warm Welcome in China, Says CEO

On December 3, 2025, Nvidia CEO Jensen Huang said that he does not know whether China would approve the company’s new H200 AI chips, even if U.S. export restrictions were relaxed. After his meeting with U.S. President Donald Trump at the Capitol, he made this statement. The meeting was about the export-control policy, but the officials didn’t tell what was discussed.
Huang explained that Nvidia could not just make a lower-performance or “degraded” version of its chips for China, because “they won’t accept that.” That means that selling these high-end chips is still risky if the U.S. is planning to loosen export rules.
Just thinking about it tells us that the situation would be great for Nvidia if they could sell the H200 to China, given the huge AI demand there. But Huang’s skepticism about the issue points to a very basic problem: even if there is a regulatory thaw, acceptance and adoption by Chinese firms may still be a long way off.
This doubt is a reflection of the global chip political tensions in which the U.S. may relax restrictions, but this does not mean that there will be an automatic demand or approval in China. The result is still very much an open question.
In the long run, it indicates that while Nvidia is advocating for less restrictive CHIPS trade, the real work in penetrating China’s market is not just a matter of export regulations but trust, regulatory ease, performance requirements, and market readiness.
